I just want to know if I can boot of my Mac OS 9 CD
with no hard drive that is readable in the machine,
format it in [Drive] Setup and then install on it.
Mac OS 9 CDs are System/Install CDs. Your Mac can boot from the CD with no Hard Drive at all.
Once booted from the CD, look in the Utilities folder on the CD for Drive Setup.
If the drive is shown in the list of devices, you should be able to initialize it. Be sure to choose Mac HFS+ Extended format.
Once the drive is initialized, you can click on the Mac OS Install Icon on the CD to install onto the newly-initialized Hard Drive.
